I dont think they will. Musk doesnt mind regulation. He complains about it periodically but he still has Tesla's plant there and build a huge battery facility in California.
As long as it remains reasonably cost effective to do so. Unless California decide to change tax cost/benefit structure as to economically punish X. Heck, Elon will just use the loss to write off the profits elsewhere. I guess not soon.

Not soon. X will be staying there. Elon stated that he wants X to stay there mentioning need for jobs and such.
