What emerges will be a matter of electoral mathematics and not of our ideas. Whoever agrees to 51% will rule.

A coalition of losers? - but even if the strongest party has only 31% they should get the calling. Like it is in Kanada, where I lived for decades. For the most part, they had minority governments, and such a government relies on the support of others. That is not the same as a coalition. There are no negotiations about who will rule with whom. Smaller parties, such as the NDP, who were never in government, can leverage their support for the government to 'blackmail' them to implement some of their proposed measures, in exchange for their support. The social differences between Kanada and the USA, such as Healthcare (for which many Americans are envious of Kanada), came about that way.

I live in the Czech Republic. It is customary here for the president to appoint the first head of the party that won the election to form the government. His task is to form a government. If this government of his does not pass a vote of confidence in the Parliament, i.e. does not get the majority of votes (We have 200 MPs. 101 do not have to vote for the government, they can also abstain.) the president will appoint the next party leader in order. If he doesn't form a government either, the president can entrust anyone to form a government. If even this attempt fails, the speaker of the parliament is tasked with forming a government. If even the 4th attempt did not succeed, another election would be held. What I am describing is partly law and partly constitutional custom. So far, no elections have been repeated in our country since 1989.
