Arguably, it helps delivering the speeches without making mistakes all the time. At least the ones with integrity read and discuss a lot, which makes it hard sometimes to keep track or focus on a specific delivery. This becomes especially relevant when you are responsible for system worth multi-billions and you're talking to the wider public. In difference to small circles of inside experts, where you can quickly clarify, saying the wrong word in a public statement can be quite expensive and detrimental.
