Governments have a substantial stake in keeping their constituents (people and industries) under their thumb, so they will certainly fight against any type of uprising that may threaten such power. The wiser ones will permit a very limited amount of independence, so that it is merely perceived. I expect this to be the case in many first-world countries. There's too much at stake for them to fully permit decentralization to take over, if they have any power to stop it.
That may be a pessimistic view, but I also see this as a reality based on history. Even when governments are overthrown... they're taken over by new forces which end up being similar in nature. The only saving grace we have now is that adoption of cryptocurrency is increasing, but ironically, only via centralization. It'll be an uphill battle, for sure.
I would say that governments tend to implode more often than they are overthrown. That is likely the situation here. We will see many of the decisions made over the decades coming home to roost.
