Yup you basically pay 10 HBD (Hive Based Dollars) for this subscription per month, which gives some user interface benefits (my favorites are editing and bookmarks!), and if you make several posts, comments, and threads through the InLeo interface, you'll end up getting more than 10 HBD back in value. More activity = more value returned.
