If a thread doesn't meet the 2c dust requirement for HIVE rewards, will the author still receive their full LEO rewards?

My accounts have their HIVE power delegated and just vote using LEO power so would like to confirm this isn't being wasted.

    Yes. I do not believe there is a dust level for LEO other than .001.

    So Leo pays out.

    Yeah, I knew there was no dust requirement, but wasn't sure if the no HIVE rewards might have still caused an isue with the LEO reward payout.
