That is being worked upon. SpeakNetwork is developing a protocol for basically decentralized cloud storage.

But we have to look at each level.

Well, layer2'a are the least decentralized, correct? Then there is the base layer, Hive that is mostly controlled by 21 witnesses(a bottleneck) and from what I've read, of those 21 witnesses the majority use a service provided by a single person to host the blockchain, correct?

Also, won't the spknetwork create a problem, because it's all about fee's and not a free service, which most expect these days. So, if my images drop off or never show up, because I'm cheap, then the whole experience and benefit of using Hive is lost. This will certainly limit growth.

That's true for now. They are not decentralized unless we have a decentralized infrastructure framework.
