I saw this once on #ecenywave, never really thought about it, I feel the ultimate goal is go promote engagement among users and also to push more on content digestion, so authors feel more appreciated.
As you said it also give you control over how u distribute voting, cause not everyone actually read through the words you write
Well, engagement should be enjoyed, it's better a person avoids a post completely than trying the force themselves to consume it.
For me, I see this as a way to just incentivize comment on my post
