The decision comes after discovery that the process in many cases resulted from false or non-existing documents, thus preventing adult adoptees to discover their true identity. The ban follows temporary freeze of the process that was implemented between 2021 and 2002.
Documentation is very important for both sides of the equation. The ability to do research and make sure the adoption process in the country from where you are adopting is above board is necessary too. I never had any children. But if I had and had put a child up for adoption I would leave my records open especially for medical history purposes.
