I personally quite enjoyed the phantom menace.
Overall, I say Episode III. For particular moments, though-- especially the final fight between the Jedi and Darth Maul-- though, I go with Episode I. I still get the chills when Darth Maul activates both ends of his two-ended lightsabre.
