Well I mean it kind of does. If you've been doing a job for 6 years over someone that's been doing it for 6 months you most likely have main trial and errors you learned and became more efficient.

Also people that have been doing nothing at a job but just showing up and being negative or keep doing the same over and over for 6 years and a new person with a better idea or skill can surpass them in 6 months.
Also it doesn't take into account experience the new person aquired somewhere else.
time does not equal skill / talent
This is true and both cases are right.
