In 2014 , Government of India actually banned many porn sites . Many argued against it using points which you have mentioned , like we are adults and we have the right to choose where to spend . Unfortunately many of the sites are still not accessible and many use VPNs to access it .

So the Indian government has trained their citizens to use VPNs, and supported the growth of the VPN industry :)
To some extent , yeah . But many in India including the youth isn't aware of VPNs. Digital literacy is too low right now.
