Tao's grandmother, a strong influence, envisioned a society where older individuals could live independently, with autonomy and surrounded by loved ones. Inspired by this, she championed the idea of "aging in place" in Singapore, a concept that emerged publicly in 1993. Her advocacy was rooted in the belief that community-based support and systemic change could improve the quality of life for seniors.

When Tao returned to Singapore to help establish the TOA Foundation, she brought with her a global perspective and a desire to catalyze change. Facing a blank slate—few existing services and limited awareness—she aimed to shift the narrative from reactive, institutionalized eldercare to proactive, age-friendly community systems.
