For instance, the 2018 Palu tsunami—triggered by a 6-meter wave—surprised residents because warning sirens failed to activate. Investigations revealed that inoperable oceanic buoys, damaged sensors, and lack of maintenance significantly hampered early detection. With only 70 operational sensors out of 170 installed, and scarcely 56 on land—far fewer than the estimated 1,000 needed—there remains a glaring gap in warning infrastructure.
