In May 1960, the first group of detainees arrived, landing in what was then virgin territory enveloped in dense jungle. There were no facilities; the detainees and staff had to start from scratch, clearing the jungle and building the infrastructure necessary for a functioning community. Leading the effort was Daniel Stanley Dutton, a British prison officer renowned for his inventive spirit and community-centric approach.
