Central to ASEAN’s strategy was the five-point consensus, which called for a cessation of violence, dialogue among all parties, and the release of political prisoners. Yet, the implementation of these points remains weak. ASEAN has largely relied on the good-faith of the military junta, which has shown little intention of honoring these commitments.
The lack of enforcement mechanisms or credible monitoring has allowed the military regime to assert that they are abiding by their pledges without real consequence. Discussions about deploying monitoring missions—potentially authorized by the United Nations Security Council—have been raised, but concrete action remains stalled.
