Although many are high-skilled, a substantial proportion are underqualified or seek temporary work, often overstaying visas or not contributing proportionately to the economy. The visa system has been exploited, with some students paying tuition and then staying on without completing studies or returning home, thus adding to long-term population growth without clear benefit.
