Saruman's final acts reflect a tragic arc of decline and desperation. Following his banishment from Isengard, he plots an attack against the Shire, but his efforts are thwarted, resulting in a humiliating defeat. In a climactic moment, he attempts to strike Frodo but is thwarted once again, this time by the hobbit’s unexpected courage.
