There's not really a minimum, so you can delegate even with 3 HP and receive daily 0,001 PWR dust payments.

You can delegate today but won't receive anything until Tuesday (farming starts on Monday, check my last for more details).
And no, there are no (guaranteed) upvotes coming in exchange for the delegation (that would be considered abuse as far as I know).
