I think they sum it up pretty well.

It's not only that someone is talkative though, it's more about the relevance of their rabbiting on, and whether they look to see if you're engaged, give room for you to share your opinion, rather than just talk without pause not really caring whether you're interested or not. I'd say that then they're garrulous.
