These are yellow mums, the standard flowers for the offerings ritual - on some occasions, for example, every full moon, Vietnamese Buddhists set tables in the street with fruits, flowers, incense, and ritual money, to pray and then send some support to the deceased. After the ritual has ended, they throw away flowers or put them in random places just to decorate a wall or a window or some electrical equipment like in the image, just for fun.
interesting...i tought they would do like here where people place flowers in places were deadly accidents occurred
