I actually doubt that reducing the amount of cars a family have, will reduce the rate of carbon emissions.
Have you seen he amount of smoke that these refineries and ship produce?
If the government wants to control pollution, then, they should look into ships, and other heavy duty companies that produces lots of wastes.
