A well-dressed person may be more successful in an interview than another, but no matter how well dressed he/she is, if he/she is not qualified for the position, he/she will be a bad choice for the company. I like your idea of the online seminar, there you could measure the capacity and skills of the person before interviewing them in person, and the employer may be surprised to see that the most qualified person is not necessarily the most elegant or the best dressed.
