You are absolutely right, the blame is for both but I believe the lion share of blame will be on any parent whose child goes wayward.

Yeah, both of them have to be blamed for it but blaming parents more isn't something I find nice... Parents have tried their best to raise children into what they want but some of these children in question will decide to go astray
