It is legal to own a car in my country (in Hungary) without having a driver's license. You can even drive it off-road and in private properties. You need to have a driver's license to legally drive it on public roads/streets. If you do it without having a driver's license, then you break the rules. Currently it is not a crime, but rule breaking, and the police can fine you. It is up to their consideration. Many people drive without a driver's license.
