I don't know but around myself, I have seen kids growing up with smart phones. It's very difficult to keep them away form it because we are using them all the time. I don't want him to play some useless games and watch cartoons all the time. If he wants to you smart tv and smart phone, he must put it to the right use like watching and learning craft, improving is voabulary and playing smart quiz.
