I've just seen someone else get some downvotes that he feels are not justified. Someone says the code allows what he did, but it also allows downvotes. I think it is important to have minimal restrictions in the code and let people decide what is acceptable.

I had one persistent abuser hit me with a load of minor downvotes after I removed rewards from their self-voted junk. I accept that as part of the deal.
