An author mute function is harsh and a textbook example of censorship. The POB group doesn't do it blindly. The VYB group won't either, but will also make mutes more transparent. We will be periodically announcing the mute list as part of tribe communications. There will be warnings before it happens to an author and there will be announcements to the community.

Yes. Engagement, stable tribe policies, and the community's understanding and implementation of them would negate the need of a DV or Mute.
Take Leo Finance, for example. For the most part, I think the message is clear regarding the use of their tag for financial posts only. I'm sure they DV'd a lot in the beginning, but the message is clear for their group and new arrivals.
Unfortunately, I don't think the need for those two functions will ever go away on the blockchain. There has to be a way to protect the users and platform. The trick is to prevent abuse of those functions. The ways the VYB group will work to prevent abuse in either direction is by policy, communication, and transparency.
