Well is it just me or is the government confused?

Because this whole thing just seems like the people who are suppose to be on the safe side because they gave the government all of the necessary documents are now the ones on the not-so-safe side.

I would actually love to know how they plan on collecting the money back from those who didn't submit any documents if they choose to ignore the email.
