I heard about the proposal ,downvotes should not be scraped out from the platform ,yeah i kmow some users might have been using downvotes to attack other users but i believe stopping downvotes is not a good decision either,but what should be done is that anyone downvoting for no reason could be warned to stop doing that,but also lets be honest we cannot control people on what to do with their stake,we can only advice them...

As I heard some even down voted just because the dislike you post I don't think that is a good thing
Downvotes should still exist but users should be cautioned from using downvotes as a tool to attack some users..
What you said is actually right and I agree downvote should not be scraped as it is created for a reason.
Getting to warn people who use it is another thing which we may not know the actual reason for them to take such action against a fellow participant.
I think a lot have to be factored in on the topic of this downvote and I think a system of reporting people to hivewatcher or discord platform is advice or warn the person.
