I believe the buyer should determine at what price they want to buy and the sellers will agree to sell to the buyer at that price or not,so i think they both determine the price...

Well to your question the both work hand on hand to determine the price of POB price but if you check in some cases when Hive falls in the market some factors tend to add increase on POB price.
