Regarding merit-based delegation. Go for @amr008. Delegate to his engagement project because it has been incentivizing others users to engage. As you mentioned, you are looking for people to comment more so this is the best way to go about it.

One more suggestion, instead of delegating to single users, find a curation project on POB that could help with the distribution to a wider range of creators. I am planning to start such a project myself but it's in the planning phase right now. Once it's on, I might get in touch with you if you seem interested, until then, I hope you find something or someone else.
