Yes the changes to the seasonal reset are active from this season.
In my opinion if for example you play 12-13 days out of 15 in Silver league you better stay in that league if you don't plan to increase the battle strength of your collection. If on the other hand you are in the process of upgrading your cards then it makes sense to try to advance as much as possible ;)
