Yes, Splinterlands' stated reason for banning 21 accounts is not the use of bots/battle helpers but is win trading = when two or more accounts intentionally lose to favor another account.
In my opinion Bots remain a problem until human players have a format in which to use wild cards and in which there is the same fair play policy as there is in modern = no bots and no battle helpers
