Funny you say it, as there was a special documentary on a national TV channel and they said exactly this.
Then a PhD shows and explains there was a big HAARP experiment at the same time but "it was not enough powerful to cause that by itself. But maybe a combination.". Well, I am not a conspiracy theorist but it still makes me think :)

As far as I know it includes exactly causing artificial Aurora and researching it :)
Of course, there are plenty of conspiracy theories, that in fact it is military funded and purposed.
Moreover, there was, probably still is, a similar Soviet/now Russian research program.
