People are interesting critters. The ville where I reside happens to be chock full of them. They're great and terrible and everything in between.
Some people here like to walk their dog(s) and/or children. Others like to walk their bike. It's a weird place.

Depends on how life has treated you, people will see this as either funny or sad.
From the funny side, it's like a cartoonish moment where the boss jokingly takes cuts of lunch from his workers.
The sad side would see it as it's in reality, where you either give boss the cut or you risk losing your job.
The ambiguity is intentional, was curious to see how people would interpret it :) Plus, ambiguity is just part of the fun with street photography, I have no clue what was actually going on there.

See, I always just attributed that to city dwellers. I grew up in a rather rural area and nobody walked their dogs because they all just ran loose wherever they wanted.
