All sounds a bit crazy and agree locking the roof top access door would be a good starting point. I have seen lower jumps performed by the Special Forces in the army when they jumped out of a plane at around 100ft which was roughly the same height as a 3 story building. You need to know what you are doing.

that's really low and yes, you need to know what you are doing and also have great faith in your equipment. I went skydiving a few times many years ago and there is a saying in that hobby to "pack your own chute" and I would be willing to bet that those special forces guys are not ever going to let anyone else do this for them.
