Still encountering issues, but we have been able to get a few votes out.
Accounts accrue pending upvote balance regularly (and all of those rounds have been caught up, so accounts have accrued all the pending upvote balance they normally would have) and then only the amount actually delivered in upvotes is drawn down.
So it's not really 'reimbursement'... when pending balance isn't being delivered it continues to grow until it can be.
The lost value from downtime is really only felt by the Hive SBI whales that were getting 100% upvotes on every post (their pending balance continues to grow faster than it can actually be delivered, so the missed votes are deferred more or less permanently instead of caught up quickly when normal voting resumes).
