What is the rationale behind de-penalizing vote edits? I once received a small upvote from a particular whale by which he completely removed after a day or two. My comment was not edited in any shape or form. Upon checking the block explorer, it turns out it wasn't only me but also another guy whom he upvoted but later removed. I don't about you but this feels sneaky to me

This doesn't de-penalize that. When you vote and unvote, you don't get your vote power back.
This was a different issue: once you vote on a post, unvote, then revote, your revote didn't give you any curation rewards. It is strange and unexpected behavior.
