Definitions r of two types,
It shouldn't take much to make a list and let community accounts apply. then based on their applications the list can be updated.
Kind off similar to peakd badges.

Make a discord channel in HiveCurators discord and let communities apply? If they really want it.......
Bhattg, or others can manually review and update the list.
