I'm new here so i could be missing details, but if this proposal is rejected and the service continues to exist as a subscription model, a smaller pool of funds than what is in this proposal could be used as a community subscription or pool to be used. Restrictions would be required to keep usage low/prevent abuse. This same idea, but skewed in cost/usage in favor of the service provider, could be used as a temporary subsidy.
