Heh, I'd like to know myself. That is, there is code in place (in develop branch) that requires HF28 to activate, but it seems the date will be pushed back yet again. The next release is going to be 1.27.5 (some witnesses already use either early release candidate or unofficial version) which concentrates on changes related to HAF. There are also changes in Hivemind from @howo that don't require hardfork (like new types of communities). I'm not in a position to tell anything about release schedule though.
