The DHF is an attractive target for substantial hostile takeovers, like lots of cash on hand. Getting it spent may be a priority to folks intent on retaining control of governance, especially if they spend it on themselves, which they can use to better secure their control of Hive governance. I'd be thinking along those lines if I thought along those lines, anyway.
