I remember people talking about placing cards on plots, but land rentals seems like a decent idea too. It would make things easier for people if they decide the price, but I am guessing its just a more extended version of the current system because it would remove all cards and stake when you get your rental cancelled.

Like delegated cards once a land plot is leased out the owner can't manipulate it. Make a setup where if land is in production it can not be leased is the work around. If more than 60% of lands are not producing there is a lot of potential if can use on rentals.
