This error is because you don't have enough VP.

You can't delegate all your available HP if your Voting Power or Voting Mana is not at 100%.

As you can see in the image, your VP or Voting Mana is less than 80%.

I suggest trying with a smaller amount, less than 80% of your total HP. Wait a few days for the VP to recover (remove all auto and manual votes) and then update the delegation to a higher amount.

    Thanks for the information. I was unaware that voting power/delegating worked in such a way. Oddly enough the full 9000 delegation wouldn't work in one transaction but breaking it down to two transactions did work.
