Frank is a HIVE radiCAL user, savvy scavver & do-good-er who found a decently fortifiable apartment in Lexington, KY and enough pre-war salvage to make a radiCAL SUPERstItion, re-broadcasting HIVE radiCAL signs that deal with one of his six topics: Humor, Art, Music, Munitions, Emergency, & the RadICAL ReportING.

The first three are Frank's attempt to try and lighten the load of the people of the BLOCKCHAIN and uplift the mood, and he's known to occasionally try his hand at a joke, poem or song on his eponymous bLOG CarTEl...

The latter three cover more "basic needs" type info- Munitions (which actually ends up being more supplies than guns and ammo most of the time), Emergency (who needs help where, hotspots to avoid, rumors of coming danger or threats), and The Rad Report, which covers the weather, water currents on the bays and waterways of the BLOCKCHAIN, and where to find the cleanest drinking water in the wasteD... land lately.

Of course he has some famous HIVE correspondences whom Fallout 4 players would know, like THinQer TTAm (for damn sure a HIVE radiCAL nerd, who probably uses the MAIL network and M.A.P. to assist with the RadICAL ReportING).

Frank's on-air demeanor is not exactly polished or always even cogent or concise. He... occasionally verges towards being overly verbose when talking about what he calls

"the myTHical side of stuff"

sometimes, and he's a kind of conspiracy theorist, making him uneasy allies with THinQerS... Tom... and thus the Railroad, who see the value of up-to-the-minute updates... in regards to environmental info.

Also the nature of live broadcasts leads to all kinds of stuff, but Frank knows his setup and does his best to keep pirate signals off the air, including all manner of broadcasts from various gang and raider HIVE users. They use the radiCALS to threaten, spew their violent and debased ideologies, and even create insidious traps for would-be victims, whether by spreading false info about supplies or safe spots, or crying wolf to draw in Good Samaritans.

Frank has a few HIVE users with mobile set-ups. They try and investigate some of his leads to rule out as much of these false sources as possible...
