That's exactly the system they used, when the substances has greater impact they make sure the price isn't a hindrance, thank you for engaging @noxsoma I wished the government do a crucial regulations on the substances.
They tried that here - "sugar tax" - extra price for sodas and sugar drinks. The public rejected it and buys the product anyway.
