A comment CAN do those things, but most comments simply make me wonder why they didn't drop a little vote instead.
If a post asks a question (how was your day?) and gets only comments, I understand that. Commenting 'nice pic' on a photo is just a waste of bandwidth.
Nah, I disagree. Human interaction, especially amiable interaction, is never a waste of bandwidth. Voting on the other hand CAN be a waste of mana. If the post doesn't meet the dust threshold, it gets disregarded anyway.
Yeah I just don't agree. To each his own. I'd rather you just interact with me rather than leave me a 1% upvote. I appreciate the conversation I don't necessarily need the upvote.
Additionally, with snaps specially, the interaction is often more heavily rewarded.
It's good to upvote too, even if it's a very small percentage... let's people know you don't think their posts are garbage.

Even if it never meets the dust threshold, a vote says just as much as most comments, and is no more of a waste than those comments.

You're right about that, but it turns out everyone likes to receive upvotes... And to receive them, someone has to give them.
