If you laid out 10,000 Starlink Satellites they would take up just 33% of central park in NYC. And when they get decommissioned they simply burn up completely.
Think of what others have built/done to deliver internet to far fewer

Cities should have better infra for internet, especially at the densities they are at. Fiber can do such high bandwidth.
