Yes it's true. I totally agree with you and I also do that!
The strange thing is that this rule isn't reported in the general rules of the community...
Well, there are others then :) you (or anybody else) can create new ones with different rules, and if the will be better managed, they can eventually prevail over those mismanaged:)
